A VITAL sea wall is in urgent need of repair and council tax payers might have to foot the bill.
A report to Conwy County Borough Council has highlighted the declining condition of sea defences beneath Happy Valley, Llandudno.
If ownership of the site cannot be established the council would have to make use of public funds to repair the wall.
An inspection last year revealed erosion of the beach had exposed the foundation of the wall and resulted in a partial collapse.
The report says the wall is not in imminent danger of failure but erosion will continue at a higher rate, and eventually affect the Happy Valley road, which leads to Marine Drive.
If the council takes on the work the collapsed section will either have to be underpinned at an estimated cost of £350,000 or be replaced by a concrete retaining wall at an estimated cost of £750,000.
The wall is designated as private frontage, but the council have been unable to identify its owner. While they have no duty to repair the damage, the current management policy the frontage is to hold the line against flood damage.
Cllr John Ridler said protecting the road was vital and that the council should repair it.
He said: "I think it's been neglected for a long time and I think it should be built up by the council. It's not going to be done by anybody else. The only thing is that Conwy take full charge."
