Strict new rules for dog owners

DOG owners face £75 fixed penalty notices for not cleaning up after their animals from February 1.

They will also be fined for failing to keep dogs on leads and entering banned areas.

The Dog Control Orders will give regulatory officers across Conwy the power to issue penalties to owners who fail to follow new rules.

Cllr Philip Evans, Cabinet Member for Corporate and Regulatory Services, said Conwy’s enforcement officers would be enforcing the new rules as part of their usual duties across the county.

He encouraged residents to get in touch with the council to highlight dog fouling problem areas.

“The council has three officers in Regulatory Services who carry out our statutory responsibilities with regard to dogs, including picking up strays,” said Cllr Evans.

“In addition, other enforcement officers are also able to issue a £75 fixed penalty notice to someone contravening these orders.

“They will be enforced by these officers as they travel about the county borough carrying out their usual duties.

“However, if we receive reports of specific problems we will target those areas.”

The orders will see dogs banned from a number of public places, including all children’s play areas, marked sports pitches and playing fields attached to schools, as well as several beaches between May 1 and September 30.

Owners will also be forced to put their dogs on a lead when asked to do so by an authorised officer on land owned or maintained by the council as well as on all stretches of pavement and verges with a speed limit of 40mph or less and several other locations across Conwy county.
