A DEVELOPER will push ahead with plans to build almost 100 homes in Conwy after winning an appeal.

An outline planning application submitted by Conwy-based Beech Developments for 93 homes on land west of Parc Sychnant, on Sychnant Pass Road, was quashed in March when a previous decision to refuse was ratified by councillors.

Beech Developments then appealed the decision, which led to a public inquiry – the result of which has seen planning permission for the development granted.

In concluding her decision Kay Sheffield, the inspector who led the inquiry for the Planning Inspectorate, said: “I have found that there would be no detrimental effect on the highway network and highway safety and that the proposed mitigation would improve the current situation.

“I have also concluded that the development would not cause significant harm to landscape character and visual amenity or the Welsh language.

“I am also satisfied that the proposal would not be detrimental to tourism, the living conditions of existing residents and local services and facilities.

“The lack of a 5-year housing land supply and the need to increase the supply, the timeliness of the development and the provision of affordable housing all carry weight in favour of the appeal.”

Matthew Gilmartin, Beech Developments managing director, added: “We are pleased that the Independent Planning Inspectorate has ruled in favour of our plans to build 93 new homes on land opposite Pinewood Stables, off Sychnant Pass Road in Conwy.

“We are a local housebuilder which employs local people and we understand the challenges that people face finding a home in Conwy County.

“We believe this development is important to help combat the growing housing crisis in the area.

“Throughout this process all sides have presented their arguments with respect and professionalism and I hope that all parties now accept the decision of the inspectorate.

“We have listened to the concerns of local residents and as a local company, we are keen to ensure that we address those concerns once work begins so that we can ensure our development at Pinewood is seen to enhance the community.”

Cllr Joan Vaughan, who has opposed the plans since they were unveiled, said: "All the issues we put forward to the inspector haven't gone away, they are still there.

"Sychnant Pass road is totally unsuitable and imagine the construction work - all the lorries and construction workers will be coming up and down that road.

"I'm extremely disappointed – it is not a good Christmas present.”
