Both lanes are now open again eastbound through the Conwy Tunnels after an earlier breakdown.
Traffic was reduced to one lane, with traffic banked back as far as junction 17 into Conwy, after a vehicle broke down.
Traffic officers attended the scene and the vehicle has now been removed.
