Plans for 5,000 new homes across Conwy county could create around 1,800 jobs.

The masterplan for development sets a target of building 5,150 new homes by 2033, and lays out where they should be built.

But some councillors are unhappy with the scale of development the local development plan (LDP) aims for.

Cllr Chris Hughes, leader of the Labour group, said: “As a land use document the current LDP is failing the people of Conwy, far too many homes are being built on green field land, and far too few of those homes are affordable for local people.

“The new LDP has to correct this. We must protect our open countryside and ensure better use and redevelopment of previously developed sites whereever possible.”

The proposals are slightly higher than Welsh Government requirements but officers believe it will serve residents of the county well in the future.

A report on the plans to members of the committee said: “The new strategy sets out how it will deliver the vision, strategic objectives and address the key issues impacting on Conwy.

“The new strategy is the result of extensive consensus-building and previous stakeholder engagement on the issues and options for growth and distribution.

“The strategy must consider key evidence base and set out how much employment and housing growth is required up to 2033, where this growth should be located and is supported by a hierarchy of settlements.”

The baseline housing requirement for Conwy is 4,300 with the LDP having a target of 5,150 to allow for all eventualities in the future.

The plan also sets out a target of having 1,800 affordable homes or 120 a year built during the period of the LDP.

As part of the goals for the plan there is a target for growth of 1,800, half of which will be office based and the other 50% will be industrial.

This will see a need for around 12 – 14 hectares of employment land for new jobs over the plan period.

The report added: “The strategy encourages growth based on a clear understanding of the population and household changes over the plan period and the need to promote a more balanced age structure, reduce out-commuting, and provide for local requirements associated with the North Wales Growth Deal and increase affordable housing across the plan area.”
