An inquest into the death of a teenager who died on an outing with the Scouts will be heard before a jury.

Benjamin Leonard, 16, suffered severe head injuries when he fell about 200 feet down a cliff on Llandudno's Great Orme on August 26 last year.

Paramedics and coastguards tried to resuscitate him but he was certified as dead at the scene.

His parents Dave and Jackie Leonard, of Thornley Road North, Stockport, described him as "kind, witty, caring and wonderful".

They were present at a pre-inquest hearing in Ruthin when David Pojur, assistant coroner for North Wales East and Central, decided that the full hearing should be before a jury.

"The Scout Association is a very large organisation across the UK and beyond which has responsibility for taking large numbers of children on trips, and it is important that the workings of the Association are scrutinised appropriately," he said.

Senior officials within the organisation will be among the witnesses called to explain the planning and supervision on such outings. Children will not be called to give evidence but videos of their interviews will be played.

Mr Pojur said that drone footage of the Orme will be viewed to enable everyone to see exactly the kind of terrain where the tragedy occurred.

At the opening of the inquest last year coroner John Gittins said that Benjamin had "no walking experience and was not trained in climbing activities".

The inquest is expected to be held next February and will last four or five days.
