A county’s top councillors met behind closed doors to discuss funding for plans to develop former county council offices into a disability respite centre.

The scheme, at Bron y Nant on Dinerth Road, Rhos-on-Sea, was discussed by the authority’s cabinet on Tuesday.

The plans would see the site turned into a disability respite centre, with shop and cafe.

The meeting, discussing “capital funding” for the development, was held out of sight of press and public because of an exemption under Paragraph 14 of Part 4 of Schedule 12A to the Local Government Act 1972.

This clause allows for meetings to be held in private if it’s likely to divulge “Information relating to the financial or business affairs of any particular person (including the authority holding that information)”.

The proposals for the scheme include the demolition of Cartref, Bron y Nant and Tan Lan buildings to make way for the centre, which was passed by planning committee members on January 8 this year.

Costing £3m, the disability respite centre will replace Melverley, a three-bed semi-detached facility in Llanrwst, which is leased from a housing association.

The new split-level building will be purpose built with five apartments, staff accommodation, office, communal lounge and kitchen, accessible toilet and laundry room.

In June councillors passed plans to demolish the adjacent morgue building, several concrete garages and a greenhouse on the site of Bryn Euryn Nursery, which has provided daily horticultural activities for people with learning disabilities for more than 30 years.

A demolition tender posted by Conwy county council on June 28 covered the pulling down of buildings related to both schemes.

Aside from the new café, shop and welfare facilities the nursery in the exterior grounds will remain.

During works members of the public will still be able to purchase nursery produce at the interim site.

The area originally housed a hospital built in 1904 but was latterly used as a social services day centre and offices.

The 350 staff based at Dinerth Road vacated the buildings in 2018 to move to purpose-built offices at Coed Pella in Colwyn Bay.
