TWO Conwy Town Councillors have been suspended for breaches of the Authority’s code of conduct.

Cllr Terry James, and Cllr Pat Hart, who are married, had originally been accused of bullying and harassing members of the town council’s staff. But an investigation by the Ombudsman for Wales found no evidence to support these allegations.

But the Standards Committee of Conwy Borough Council, following the Ombudsman’s report found the two councillors had breached the code of conduct by failing to declare interest during meetings, failing to withdraw from meetings and by making oral representations and seeking to influence decisions.

The Standards Committee accepted that: “During the periods when the breaches occurred, there was a chaotic atmosphere within the Town Council where procedures may not have been correctly followed.”

It was decided both councillors should be suspended from Conwy Town Council for one month and recommended they undertake training on the code of conduct.

A spokesperson for Conwy Town Council said: “The two councillors involved did breach the code of conduct, this was evidenced as a material fact.”
