Councillors have been told they can’t challenge a local authority decision to move a town’s library around 50 metres at a cost of £374,000.

On Tuesday Conwy county council’s cabinet unanimously approved moving Llanrwst’s library from it’s current site at the old court building to the vacant former business centre at Glasdir in the town.

The current library needs roof repairs estimated at around £90,000, while refitting and preparing the more modern Glasdir building will cost four times the amount.

Conwy hopes £250,000 of it will come from a Welsh Government regeneration grant, already agreed verbally said the report shared with councillors, with Conwy picking up the rest of the bill.

The old court building housed multiple partner including including “Grwp Llandrillo Menai, Citizens Advice Conwy, Community and Voluntary Support Conwy, Hafal and Carers’ Outreach”.

The hope from the cabinet is this can be replicated and police and ambulance services are enticed into Glasdir, although the initial phase will see it refitted for the library to move in.

The aim would be to then redevelop the police and ambulance station sites for retail or business uses.

However Leader Sam Rowlands announced Cllr Abdul Khan, chair of conwy county council, had agreed the decision could not be “called-in”.

Calling in is the county councillors’ right to challenge a decision made by the authority’s cabinet and have it looked at again.

Requests for a decision to be called-in have to be made within five working days of publication of cabinet minutes and must be supported by three councillors.

It was not immediately clear why the decision had been taken although Cllr Goronwy Edwards, cabinet member for economic development, told the meeting they had to spend “around £130,000 before the end of the month”.

There were 179 correspondents to a public consultation which was conducted separately to a wider consultation on library provision across the county.

Only one respondent to the consultation said they didn’t want the library to move.

The contract for fitting out the new library at Glasdir was advertised on public procurement site Sell2Wales on January 4, with an end date of January 28. A public consultation on the idea ended on February 28.

A project board has already been set up for the library move but a Llanrwst project board for the wider development has not yet been established.
