A controversial Glan Conwy housing development will again come before Conwy’s planning department.

The 107-home development at Llanrwst Road and Top Llan Road in Glan Conwy was given planning permission back in November 2020, despite concerns at the time about drainage, affordable housing provision, and highway access.

Glan Conwy residents raised traffic fears concerning Llanrwst Road (A470), leading to the developers having to satisfy the Welsh Government.

The approved application included plans for 32 affordable houses, public open space, landscaping, highway and pedestrian access as well as local highway and pedestrian access improvements.

But Richard Lloyd of Brenig Construction Ltd has now applied to Conwy County Council’s planning department, asking for the discharge of planning conditions, relating to the homes’ construction methods.

Planning consent included a long list of conditions, including the requirement to provide a construction method and environmental statement, which had to be approved by the council.

The Colwyn Bay-based developer also wishes to discharge conditions relating to a biodiversity mitigation and enhancement scheme being submitted as well as a long-term monitoring plan for protected species.

The council has written to Brenig, warning that deviation from the original planning consent could result in enforcement action.

Instead, the developer has been told to wait for approval for the revised plans.

The council’s correspondence reads: “The attention of all developers is drawn to the fact that no deviation from an approved plan should take place until the council has considered and decided upon any revised plan.

“Your attention is drawn to the fact if any deviation from an approved plan is carried out without the approval by the council, this may lead to enforcement action…”

The development’s allocation for housing is included in Conwy’s Local Development Plan – with planning permission running until April 2027.

The application will be decided at a future Conwy County Council planning committee meeting or by delegated authority.
