New parking charges planned for Bodlondeb car parks

Bodlondeb offices and surrounding lands, including the main car park, were leased to Quidos Investments Limited in May 2025. The car park adjacent to the cricket pitch remains under the ownership of Conwy County Borough Council (CCBC).

The council is negotiating with Quidos to manage the main car park on their behalf. As part of the arrangement, the company has requested that pay-and-display parking operate seven days a week.

To implement this, the council proposes making an Order under Sections 32 and 35 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, amending the County Borough of Conwy (Off-street Parking Places) Order 1997.

The proposed changes would:

• Extend the charging area to include all car parks/parking bays within the Bodlondeb site, as shown on the attached plan; and
• Amend the operational days from weekends and bank holidays only to Monday to Sunday inclusive.

Operating days / charging hours would Monday to Sunday.

Scale of charges will be as follows:

• One hour - £1.50
• Two hours - £2.50
• Four hours - £4.50
• More than four hours - £6.50
• Overnight (6pm–8am) - £3.00
• 24 hours - £7.50

Nick Pritchard, director of Quidos Investments Limited and Ideas Forums, posted on social media: "Parking permits are available to anyone benefiting the community from a volunteer point of view. Measures had to be brought in to protect the community [as per my previous posts].

"The car park started to get popular in a way 99 per cent of the community wouldn’t be happy and I can’t keep the whole world happy.

"Give back to Conwy and its community or have a good story as to why you should get free parking and let’s go from there.

"Also if you want to cover the approx. £10,000 a month costs of the estate yourselves, I’d be more than happy to give everyone in the world free parking.

"We have to protect the estate from all sorts wanting to overstay their welcome free of charge and we have to find balance. This world is becoming very difficult to navigate.

"I don’t care if I give 200 free permits out, as long as those that get them give back to the community and don’t whinge just for the sake of it when they do nothing in return.

"All proceeds of the car park go back into the community and its future entrepreneurs."

The council handed over the keys to Quidos Investments Limited in May 2025 after nearly three decades. The company signed a 250-year lease on the historic building.

A spokesperson from the local authority said: "Bodlondeb offices and ancillary lands, including the main car park, were leased to Quidos Investments Limited in May 2025. The car park beside the cricket pitch was retained by Conwy County Borough Council.

"The council has since entered into contract negotiations with the new owner to manage the main car park on their behalf, and as part of this they requested that pay and display is extended to seven days a week.

"An amendment to the Off-Street Traffic Regulation Order is required for the council to manage the car park on these terms."

Objections to the proposed Order, together with the grounds on which they are made should be sent in writing to the Environment Roads and Facilities, PO Box 1 Colwyn Bay LL29 0GG or to parking@conwy.gov.uk by December 19.
