CONWY County Borough Council’s cabinet has supported plans to submit multi-million pound funding bids to the UK Government.

The UK Government has announced a capital UK Levelling Up Fund available to each local authority in the UK.

The fund is intended to support investment in places where it can make the biggest difference to everyday life, and is designed to help areas select genuine priorities for investment.

At a meeting today (June 14), the council’s cabinet discussed the proposals and supported submitting bids to the UK Levelling Up Fund.

The development of the proposal for Clwyd West is the furthest advanced to carry out Phase Two of the Parc Eirias project, to increase the capacity of the stadium to attract larger sporting and cultural events.

The proposal includes the construction of a new South Stand with:

• Hospitality, community spaces, changing rooms, medical room, media and meeting rooms;

• Enhancements to the existing North Stand with the removal of one hospitality suite to provide toilet facilities and general upgrade of the stand;

• Moving the TV gantry to the North stand to feature the South Stand and enhance its TV exposure;

• Installation of a 3G pitch which will provide more usage including community use and the possibility of holding more frequent events;

• Replacement of the existing running track for continued school and community use, as well as athletics events.

The proposal for Aberconwy will be a package bid comprising three elements:

• Enhancements to the arts and creative offer at Venue Cymru;

• Providing events spaces infrastructure across the county;

• The revitalization of the recently vacated Marks and Spencer store on Mostyn Street, Llandudno, in association with a third-party developer.

Council leader, Cllr Charlie McCoubrey, said: “The Levelling Up Fund provides a huge opportunity for this county to benefit from substantial inward capital investment.

“In submitting these bids, we are mindful of the qualifying criteria and I believe that if successful the bids we are putting forward will bring real and tangible benefits for our economy and the health and well-being of our residents.

“The time scales for preparation and submission of these bids has been exceptionally challenging and I would like to thank all our officers for their hard work, effort and commitment.”

Cllr Aaron Wynne, cabinet member for culture and leisure, said: “The Conwy bids to the Levelling Up Fund are very exciting.

“They bring in substantial investment to the county after a difficult two years with the pandemic.

“If these bids are successful, the projects will have a long-term positive economic impact across Conwy county.”

In addition, a bid for a Transport proposal (up to £20million) is for the whole Conwy county area and will focus on active travel and a Coast to Valley cycle route, linking tourist attractions.

Cllr Goronwy Edwards, cabinet member for environment, roads and facilities – infrastructure, added: “I am pleased to see that the transport bid is focused around Conwy Valley connectivity, and will form part of the Coast to Valley Active Travel Route, with the link from Glan Conwy through to Llandudno Junction via the RSPB.

“The work to raise sections of the road around Trefriw is also welcomed to alleviate issues around possible future flooding events.”

Robin Millar, MP for Aberconwy, and David Jones, MP for Clwyd West, have been consulted and each of the bids will have a letter of support from the relevant MP.

The closing date for submitting all three bids is July 6.
